Premium only transfers from Xbox 360 > Xbox One, it will not transfer backwards from Xbox One > Xbox 360.
As far as it not showing up on your Battlelog, it could be one of a couple of things:
1. You are looking at the wrong Battlelog Account that is not linked to your Xbox Soldier
2. You got Premium thru EA Access, and there is an issue currently going on that does not show Premium on Battlelog if you got it thru EA Access
3. You may need to sign out of Battlelog and sign back in before it will show
