BF4P PS3 DT not available. PST - post 6PM

Looking for solution to Dragon's Teeth DLC not being available to me. Premium member. After 6PM PST. PS3 user. Have deleted and reinstalled Game Content once, power-cycled console 4 times, checked for game updates 7 times (Game is up to date) and have re-downloaded Premium access. Please advise.
