BF4 Severe Packet Loss Since Latest Update [ Edited ]

I have been having an issue where since the latest patch I have had severe packet loss and all the servers I join ping under 80 There was never a problem anytime before that. I have tried repairing the game and uninstalling/reinstalling but that hasnt worked. I have also tried to reinstall my GPU driver (770 SLI) and it seems to fix it for one session until I close the game down, although I dont understand that. I am also using an Ethernet connection. 

Any help is appreciated as the game is pretty much unplayable.
