Game stutter is really bad Fraps is reporting 70-120fps but it runs really choppy, some maps are worse then others.
same problem on Ultra all the way down to Low video settings.
Tried to run with Hyperthreading off, with Vsinc on/off nothing changes.
On map Lancing Dam the game is almost unplayable with all the stutter.

I had this issue in beta on Windows 7. I installed Windows 8 Preview (free download), and haven't had the issue since.

For what it's worth I performed fresh installs of Win 8.1 and BF4 ran flawlessly without any special driver or software tweaks. It just ran and ran well.
However, I hate WIndows 8.1 on the desktop, tablets etc its great, but horrible with a keyboard and mouse. So I re-installed Win 7 x64 on a fresh SSD. Still had issues. Here's what helped me:
Regarding lag spikes and microstutters, I tried steps outlined on this post:
For you guys with AMD cards get Raedonpro!
Dynamic framerate control.
Flip que size to 1
No microstuttering,no input lag, vsync on.
Smooth as butter!
Also, I installed .net framework 4.5.1, Win 7 only has 4.5 whereas Win 8 has 4.5.1. Admittedly this didn't change much for me though others say they have had success.
The key for me to smooth out the was the above quoted text. Using Radeon Pro with the aforementioned settings smoothed things out considerably. I can now play on Ultra with nary a lag spike. Here's another couple posts that helped me to get Radeon Pro working with BF4:

I hope this helps someone as this definitely helped me.

I'm not sure if this is the same thing I'm experiencing. for me, my framerate will drop from 40-60 down to less than 10 for about 1 seconds then immediately go back up to 40-60. it's not a ''freeze'' exactly, but it might as well be since it's so low it literally looks like a slide show. is this what this thread is about, or are you guys having a different problem?

I have the same problem. It makes impossible to play this game. :-(
BF3 runs fine.
My system:
AMD Phenom 2 X4 955 BB
AMD HD6950 DD
4GB Kingston HyperX
I have 60 FPS but every 4-5 sec i have 2-3 FPS then 60 fps again...
I tried the dxsetup, I have installed the latest drivers, and nothing helps.
I hope they will fix this.

that's really weird, because I have the exact same problem but it does happen in BF3 as well. however it only started happening in bf3 within the last few months. before that it was fine.
