3950 UDP Port Problem [ Edited ]

hey guys, most servers gives this error: Game disconnected: Client closed down connection. Check your network connection and make sure that port 3659 [UDP] is open.
(win8 64bit)
I got started getting this error 1-2 moths ago. before 1-2 months everything fine, there was no problem.
I tried everything. but the promblem still remains.

I tried those:

1. port is open in my modem interface
2. my firewall is not open
3. repaired game
4. deleted "battlefield 4" folder in my documents and settings .
5. runned bf4 as admin
6. runned origin as admin
7. I disabled origin in game
8. all unnecessary process terminated
9. Origin cloud storage turned off
10. origin beta enabled
11. I repaired bf4
12. I added this command in bf4 properties: "+clientport 232323"
13. I used Smart Port Forwarding: http://i.hizliresim.com/m8ANjV.png
14. I added a new rule to windows firewall: http://i.hizliresim.com/rdzNm7.png
15. I updated my drivers

16. I updated battlefield 4 with punkbuster

I get the same issue and it seems to only happen with select servers. Some of my favorites are no longer playable because of this.

yes, I was playing all my favorite servers 2 months ago without problems, but now I can't play most of my favorite servers.
