Had the same issue. Goto the status link https://www.origin.com/en-us/status and click REFRESH on the page, not your browser and online play shoould be enabled. Hope this helps, worked for me!

OMG!! THIS IS IT!!! Iv'e been on the phone with Origin and EA for nearly 40 hours now doing all sorts of things to my computer that have really screwed up things and I've lost all my sims and other things on my hard drive trying to restore and clean registry ect. I just went to check and sure enough I had proxy checked marked. I unchecked it and VIOLA, I CAN NOW DOWNLOAD THE SIMS GAME AND ORIGIN SAYS I AM ONLINE!!

Worked for me too! After 5 hours of trying everything and talking to two people at EA.

If it's not in Internet Explorer's options or your control panel check Google Chrome. This was the case for me. I changed it on IE but had to also change it on Chrome for it to take effect.
