You can't get the dogtag yet. There will be future assignments that we will have to complete to unlock it.

They will unlock by taking part in Community Challenges , but they are yet to be announced  ..

No info yet , but i don't  think DICE will be giving any unfair advantage to Premium Members only ....so probably all will take part on that challenge

Gentlemen, the community challenge dog tags are only available after your particular platform (PS3, PC, or Xbox) completes a commnuity challenge.  So far only the Executioner community dog tag has been unlocked for the Wake Island challenge, the next community challenge is for the deathdealer dog tag for October.  There is currently no information on when the Trolling dog tag community challenge will be.  Please remain patient and keep an eye on Battlelog and the Battlefield blog for further information on your favority community challenge dog tag challange dates.
