Cannot use birthday promo code on Battlefield 3 Premium edition

I received an email on my birthday offering $10 off of my next purchase which I was hoping was going to be Battlefield 3, I was just waiting for it to go on sale. The promo code expires on March 31, so that is kind of strange.

Could it be because the game is already on sale? Because if so, I feel like if you're going to offer me $10 dollars off of anything I wish in the Origin store I should be able to use it to my discretion.
