cant upload a photo

I am trying to prove that I bought a product and in the cases it has click to upoad photo!  Every browser I have used and 3 different computers and I can't upload a photo is there any other way.  I have used fire fox, chorme and IE 10.  I would like to get the stuff i paid for is there any way to send a email.  Not this case webpage, it has bugs out the .......

Immediately below the composition box is a paperclip for "attachments".  File your image in a standard format, such as "JPG", and choose the "browse" next to the paperclip, locate your file on your computer hard drive and choose it.  The space currently saying that there is no file selected will change to show your photo's file name (incidentally, it didn't accept the GIF I tried at first).
