@Chillstoker I do believe that is a default settings for everyone. You can change this if you click the arrow next to your account name at the top of the page and select 'Settings'. From there select 'Preferences' on the right hand side.

@Chillstoker Answers HQ is not region locked so you can answer anything as long as you do it in the right language
Currently we only support 5 languages: English, German, French, Spanish and Russian.
Each language has a different section in AHQ and you can switch in the menu at the top of the page (right click the image below and select 'Open in a new tab' to see full size picture).
